Chargesheet Filed Against Three, Including Former CAO, in Graft Case. On September 3, the Commission for the Investigation of Abuse of Authority (CIAA) took legal action by filing a chargesheet at the Special Court against three individuals. These individuals, including the former Chief Administrative Officer (CAO) of Likhupike Rural Municipality and the Chair of Ward No 2, are accused of engaging in financial irregularities and embezzlement. The individuals booked by the anti-graft body are:

  1. Former CAO: Rajendra Bhandari of Likhupike Rural Municipality.
  2. Chair of Ward No 2: Ramesh Kumar Basnet.
  3. Accountant: Jiban Subedi.

Alleged Embezzlement

According to the CIAA, the accused individuals misappropriated Rs 600,000 under the pretext of acquiring land for the construction of an office building for Ward No 2. Notably, Ward Chair Basnet claimed this payment despite having received the land as a donation from a local resident. In essence, the land needed for the office building was provided free of charge, but Basnet submitted a fraudulent invoice to CAO Bhandari.

Collusion and Misuse of Funds

The CIAA alleges that these individuals colluded to advance their personal interests while causing a financial loss to the state. This misuse of funds was executed by embezzling the aforementioned amount. The defendants face charges under the Prevention of Corruption Act, 2002, with the prosecution seeking the maximum possible punishment.

Potential Consequences

If found guilty, the accused individuals may be required to reimburse the misappropriated amount along with a corresponding fine, in addition to serving a jail sentence. The legal proceedings against them will determine the outcome of these serious graft allegations.
